According to the Canadian Customs Law and other regulations, officials of the Canada Border  Services Agency can check all personal belongings of entry and exit personnel without a search warrant if they have “reasonable reasons to suspect violations”.

When the official checks, the inspected person will be required to provide a password or fingerprint to unlock; if refused, it is suspected to obstruct the law enforcement, which may result in the device being detained, the person being refused entry or detention.

"Electronic devices and media files" belong to the above personal items, including electronic devices such as mobile phones, notebook computers, or file materials in mobile storage media, WeChat chat content, web browsing records, and the like. The purpose of the inspection is generally related to suspected criminal content such as child pornography.
