Kenya's Standards Bureau (KEBS) recently revised the duty-free rules for the Standard Compliance Certification Scheme (PVOC) for goods (CIF) worth less than KES 500,000 (about $5,000).

If the same sender sends multiple tickets to the same consignee in Kenya (e.g. different waybills and invoices) and the goods arrive in Kenya on the same day or on the same flight, inspection fees will be incurred if there is no pre-inspection certificate or standard compliance certificate (PVOC).
